9.7. Spawning Other Chapters

Changed global chapter committee to Community Manager.

Suggest edit to require approval or guidance of country or regional level chapter leader. Some larger metro areas have created subchapters due to distance to travel to an event while others simply agree to rotate the location of meetings.
