5.1: Chapter Leadership

Add an introductory paragraph on the leader's responsibility to ensure compliance with the minimum chapter requirements, with a link to those requirements.

Suggested text: "Chapter leaders serve as the main point of contact for the local chapter, and are responsible for ensuring that the local chapter fulfills its requirements, including planning at least two meetings per year."

Bullet, "Chapter leader or coordinator" Should "organization requirement" be changed to "governance requirement" to distinguish it from other requirements that are not specific to leaders (open, 2/yr meetings, etc)?

5.2: Transferring Leadership

We should include a statement on transferring leadership when it is not the leader's choice. For example:

When the Foundation determines that a chapter is inactive, the leader will be notified and given seven days to respond, before their name is removed and the position is marked OPEN. In the case where someone offers to restart an apparently inactive chapter where a leader name is listed, every attempt will be made to contact the listed leader to notify them of the suggested transition and the leader will have seven days to respond.
