Section 3.3
Strike line about getting a second approval from Global Chapters Committee, which was disbanded.
Also, how do people feel about changing the suggestion to have two leaders to a requirement? Or a minimum number of people committed before starting a chapter? The Foundation's concern is less that a person is starting a chapter just to get the benefits (free conference registration, owasp email) but more that they have the support they need on the ground.
