Does it fit with current OWASP Projects. It is replicating something already there.
What value shall delivery of this project give OWASP and the development community.
Are the Goals clearly defined?
Are success criteria clearly defined? What does success look like
Does the proposal define project milestones (50%, 100%), do they look realistic?
Funding:
Are funding requirements clearly defined?
What are funds to be spent on?
Does funding this project provide value to the foundation and also to the mission of the foundation?
Team
Have the team leads or team achieved anything similar before?
What is their track record?
