We have received a number or requests recently to "restart a chapter" where the chapter is meeting minimal requirements, has leadership in place and sometimes a relatively active mailing list. Stronger language would be something like: "A request to restart a chapter will not be considered unless the chapter is officially marked inactive. We encourage members who are concerned about chapter inactivity to reach out to chapter leaders first and offer to help before contacting the global foundation to replace an existing leader."
