Should "organization requirement" be changed to "governance requirement" to distinguish it from other requirements that are not specific to leaders (open, 2/yr meetings, etc)?

==5.2: Transferring Leadership==

We should include a statement on transferring leadership when it is not the leader's choice. For example:

When the Foundation determines that a chapter is inactive, the leader will be notified and given seven days to respond, before their name is removed and the position is marked OPEN. In the case where someone offers to restart an apparently inactive chapter where a leader name is listed, every attempt will be made to contact the listed leader to notify them of the suggested transition and the leader will have seven days to respond.
